China and India held the 36th meeting of the Working Mechanism for Consultation and Coordination on China-India Border Affairs (WMCC) in New Delhi on Thursday. The two sides exchanged views on issues including boundary delineation, border management and control, mechanism building, and cross-border cooperation, the Chinese Foreign Ministry said on Friday.
Both sides agreed to maintain communication through diplomatic and military channels and work together to safeguard peace and tranquility in the border areas, according to the Chinese Foreign Ministry.
The meeting was co-chaired by Hou Yanqi, director-general of the Department of Boundary and Ocean Affairs of China's Ministry of Foreign Affairs, and Sujit Ghosh, Joint Secretary (East Asia) in the Indian Ministry of External Affairs. Officials from the two countries' foreign affairs, defense, interior and immigration departments also attended the meeting.

近年来，以快递员、网约配送员、货车司机、网约车司机等为主体的新就业群体日渐壮大。
四 | 我省高度重视对这一群体的关爱服务工作，认真研究并实施了维护新就业形态劳动者权益保障专项行动等一系列措施并取得了良好成效，但快递员等新就业群体的工作环境差、权益维护难等问题仍一定程度存在。
为进一步加强对新就业群体的政治引领、关心关爱和团结凝聚，着力解决新就业群体反映集中的急难愁盼问题，近日我省出台《辽宁省关爱服务新就业群体十一条措施》（以下简称《措施》），切实增强新就业群体的归属感、获得感和幸福感。

为不断提升党在新兴领域的号召力、凝聚力和影响力，《措施》明确提出，各级党委组织部门、社会工作部门、“两新”工委要牵头并会同相关业务主管单位和行业管理部门，进一步提升党的组织覆盖和工作覆盖质量，严格落实政策要求，为新兴领域党组织开展各项活动提供经费保障。
《措施》提出了多项帮扶慰问、关心关爱新就业群体劳动者的具体举措，包括紧密结合新就业群体流动分散特点和实际需求，推进新就业群体领域工会组织建设；开展免费义诊及心理咨询等活动；建设、升级一批“爱心驿站”“暖心食堂”“司机之家”等服务平台（站点），切实解决“吃饭难、饮水难、休息难、如厕难、停车难”问题。
在加强对新就业群体的劳动社会保障、有效化解职业风险方面，《措施》提出，要提升政务服务效能，严格规范执法司法行为，依法保护民营企业和新就业群体合法权益；推行快递行业从业人员劳动合同示范文本；规范平台经营行为，推动平台企业及其分支机构开展行业工资集体协商。
《措施》对健全诉求办理机制，依法畅通维权渠道也作出安排，如建立“一行业一法律帮扶团队”工作机制，深入开展劳动人事争议调解、劳动监察执法工作等。
